Richmond police have arrested a driver involved in a hit-and-run collision that left a pedestrian severely injured early Thursday morning.

At approximately 4:35 a.m., officers responded to Valley View Road at Morningside Drive. Upon arrival, officers found a pedestrian suffering significant injuries after being struck by a vehicle. The driver fled the scene before officers arrived.

The victim was immediately transported to a local trauma center, where they are expected to recover despite the severity of their injuries.

RPD Traffic investigators, working to identify the suspect vehicle, found video footage of the collision. However, the license plate was obscured. Officers then turned to nearby Flock license plate readers, which provided crucial information that led to the identification of the suspect vehicle.

“Using this information, they identified and arrested the driver this evening. The driver admitted to being involved in a collision,” police said on Thursday.  “Without access to the license plate information captured by Flock, they would not have been able to quickly identify and locate the suspect vehicle.”

In January, the Richmond City Council approved a $1 million amendment to a contract with Flock Safety, expanding the city’s use of automated license plate readers and pan-tilt-zoom cameras for city facilities and streets.
