Updated: Nebraska police arrest suspect in connection with Sunday’s Bella Vista apartment homicide

Police in Nebraska have located and arrested a Richmond man suspected of killing 26-year-old Elizander Navarez-Fernandez of Richmond and shooting another person at the Bella Vista apartment complex Sunday night.
According to Richmond Police Public Information Officer Lt. Donald Patchin, officers responded to the 3400 block of Richmond Parkway for a report of a shooting at 11:30 p.m. on Sunday, June 23.
“Officers arrived on the scene and located two victims suffering from gunshot wounds,” Patchin said. “Unfortunately, one of the victims, Elizander Narvaez Fernandez, succumbed to his injuries at the scene. The second victim received treatment at a local trauma center and is expected to survive their wounds.”
Patchin said Richmond homicide detectives quickly identified Arcenio Fernandez Marquez, a 30-year-old resident of Richmond as the suspect in the shooting.
“Detectives determined that the victim and suspect were known to each other and that a fight erupted at a party being held at that location. The suspect produced a firearm and fired at the victims prior to fleeing,” Patchin said.
Detectives secured a warrant for arrest and issued an alert associated with the license plate on the vehicle.
“The Nebraska State Police located his vehicle on Tuesday evening near Ogallala, Nebraska, where he was taken into custody. He remains in custody in Nebraska, awaiting extradition back to California, where he will have to answer for his crimes,” Patchin said.
According to Keith County Attorney Randy Fair, the Ogallala Police Department was advised of a Be On the Lookout for a White Toyota Prius with California plates associated with a man wanted for homicide.
“Ogallala Police officers were notified that this individual was considered armed and dangerous. The car was located at Wal-Mart on Pony Express Lane but was unoccupied at the time,” Fair said. “In an effort to limit any potential incident inside Walmart, law enforcement waited in the Scooter’s Coffee parking lot where they could observe the Wal-Mart parking lot and the suspect car.”
Officers from the Ogallala Police Department and the Keith County Sheriff’s Office watched the suspect get into the Prius. They immediately pulled the car over in the Holiday Inn Express parking lot near the Walmart.
“Mr. Fernandez Marquez is currently being held in the Keith County Jail, and it is anticipated that he will be extradited to California,” Fair said.
Ted Asregadoo, Public Information Officer for the Contra Costa District Attorney's Office, said Fernandez Marquez is being held in Keith County jail, and the DA's office doesn't have the case yet.
Police said the department’s investigations unit has stated that this incident does not appear to be related to the June 18 homicides on Pennsylvania Avenue or the June 19 homicide on Kelsey Street.
