Chevron is pushing back against a proposed legislative subpoena from the City of Richmond, calling the move "unnecessary and a waste of public resources."

In a statement provided to Grandview, Chevron said it filed its final 2025 business license paperwork just two weeks ago. It called the proposed subpoena unnecessary, inconsistent with the city’s established process, and unhelpful in advancing the conversation.

“We have been engaged with staff on a process to answer questions they may have and are committed to continuing the conversation. This unwarranted action will only serve to waste time and city resources that could otherwise be used to provide important city services,” Chevron wrote in a statement.

On the agenda: Richmond eyes Chevron subpoena, open streets, fireworks crackdown, and more
The Richmond City Council is set to weigh a subpoena against Chevron over tax audit noncompliance, consider a summer Ciclovia-style open streets pilot, and debate tripling fireworks fines in fire-prone zones as part of a wide-ranging April 22 agenda that also includes military equipment oversight, capital spending reforms, union disputes, and a series of ceremonial proclamations and public safety contracts.

The City Manager’s Office is recommending the Richmond City Council authorize the subpoena at its April 22 meeting, saying Chevron has repeatedly failed to fully comply with audit requests related to its 2025 business license tax payments.

The subpoena would compel the oil giant to turn over financial records needed to verify payments made under Measure U, the city’s voter-approved business tax reform.

City staff say Chevron made two payments — one in December 2024 and a second in April — but has not provided adequate documentation to confirm their accuracy.

Chevron maintains it is cooperating and views the subpoena as an unnecessary escalation.
